List of Offshore Zones Approved by the Government of Ukraine for Transfer Pricing Reporting Purposes

The Ministry of Finance reminds the updated list of countries (territories) classified as offshore zones, which applies from January 1, 2025 and is approved by the Resolution No. 1505 of the Cabinet of Ministers.

The list of countries for transfer pricing purposes is compiled based on the following criteria:

– countries (territories) included in the list of offshore zones approved by the Cabinet of Ministers of Ukraine;

– countries (territories) included in the list of countries (jurisdictions) that do not comply or do not comply properly with FATF recommendations;

– countries (territories) whose competent authorities, based on the results of two consecutive reporting (tax) periods (years), do not ensure timely and complete exchange of tax and financial information (including information on the ultimate beneficial owner) upon requests from the State Tax Service.
